It's generally considered more severe than snaffle-type bits, with no FEI dressage eligibility.

Mouthpiece: A Rubber Mullen bit offers a solid, joint-free mouthpiece cushioned in soft, warm rubber — eliminating the nutcracker action entirely and providing especially gentle, evenly distributed pressure across the tongue and bars — making it one of the mildest options available, particularly well suited to very sensitive or apprehensive horses, those that evade jointed bits, or horses with a low palate, though its softness may invite leaning in horses already prone to that tendency, and it should be checked periodically for wear.
